Subject:With regard to making publicly available the marks and ranking of the candidates in the recruitment examinations through the portal.

The undersigned is directed to say that the Government has approved the proposal of NITI Aayog to make available public marks and ranking of candidates in recruitment examinations through the portal to increase the access of unemployed to job opportunities.
2. NITI Aayog is the nodal organization to work with Ministries and Organizations.

DoPT has been entrusted with the responsibility of developing a portal for uploading information along with the modalities for disclosure of information.

3. In pursuance of the above, DoPT has worked out the following modalities with the approval of the Competent Authority –

  • (a) NIC shall develop a website “Unified Information System for Public Recruitment Agencies”;
  • (b) the website shall contain links to their web pages of the various recruiting agencies;
  • (c) Each recruiting agency shall develop its own web page.

    The home page will display the details of the recruitment examinations conducted by them in the last one year and the date of declaration of final results.

  • (d) User can click on the appropriate test and then a search page will be displayed.

    The search page will contain the display of the candidate’s details along with their ranking and their marks in descending order of ranking.

    However, the search can also specify the name of the candidates or a specific category of ranking which will then be displayed.

(II) The following particulars of each candidate shall be provided:-
  • (a) Name of the candidate
  • (b) Name of father/husband
  • (c) date of birth
  • (d) Category (Gen/SC/ST/OBC/PH/Minorities)
  • (e) male/female/transgender
  • (f) Educational Qualification
  • (g) Total marks obtained in the qualifying examination
  • (h) Ranking by which merit is decided
  • (1) Full Address
  • (j) e-mail address
(III) Certain disclaimers that need to be explicitly placed on the web-portal developed by NIC as well as on the websites of the recruiting agencies:-

  • (i) The responsibility of the authenticity of the data displayed by the recruiting agency rests with the agency concerned.
  • (ii) If any other private / public agency makes recruitment on the basis of the data / information so disclosed, the DoPT / the concerned Ministry / Department or the recruiting agency will not be responsible for any legal matter arising out of such process.
  • (iii) The recruitment agencies concerned are responsible for the sanctity/integrity of the process that will be followed by them.
  • (iv) Any query/RTI regarding score/ranking will be processed by the PIO of the concerned recruiting agency.
  • (v) Any query/RTI request regarding the recruitment made by the agency concerned using this data/information shall be the responsibility of the agency concerned making such recruitment.
(IV) Candidates will have the option to opt out of the Disclosure Scheme as approved by the Government.

The exit option has to be taken at the time of filing the application.

This, thus further indicates that actual implementation can be done only on those examinations for which applications will be invited in future.

It may neither be practical nor feasible to seek options from the candidates during the process of examination.

4. Accordingly, the Department of Electronics and Information Technology is requested to develop a central web portal through NIC and in consultation with DoPT.

All the concerned Ministries/Departments/Recruiting Agencies are requested to make necessary arrangements and link their websites as mentioned above.
